In
the meeting of the Council of Directors, made in the city of Buenos
Aires in 1986, the Ethics Code was approved "to guide and to
assure the proper professional exercise of its members".
DECLARATION
OF PRINCIPLES
The public relations activity must be invariably
united to freedom, justice, concord, equality and respect for the
human dignity, axiological components of all societies in conditions
to develop legitimately the progress and well-being of people, assuring
for it, the solidarity and protection of its rights and the equable
satisfaction of its essential needs.
The Organizations that are part of CONFIARP and their professional
members, assume consequently, the responsibility to promote and
to maintain the use of these fundamental values, contributing with
their institutional action to the constant enrichment and diffusion
of them, thus helping to an effective national and continental integration.
The highest technical capacity and a pure moral must be distinguished
qualities of the public relations, essential aspect that CONFIARP
sustains stimulating in such sense, all the suitable means that
are necessary for their fulfillment.
The permanent assimilation of advanced technological contributions
will be high-priority reason for the professional improvement and
a stimulus for the investigation, with unanimous agreement with
the conditions that the dynamic evolution of the world impose.
A growing interrelation of the public relations and mutual respect
will accompany the development of this specific activity, both in
the national context and in the regional, and the technical exchanges
that CONFIARP proposes in the international scope.
Consequently,
the organizations members of CONFIARP, prohanging to the common
cause of protecting and consolidating the attributes and the prestige
of the public relations already reached to the service of the diverse
expressions of the modern society, will arrange as guide for the
professional conduct on the part of their associate, the following:
CODE OF ETHICS
In their exercise, the Public Relations must offer on part of their
specialists, a proven moral solution, an ample intellectual formation
and obviously, a total dominion of all the technical aspects inherent
to this discipline; in that way being able to offer a service highly
qualified and always fit to the own subjects of this specialty.
The Public Relations management, also has the responsibility to
cause conditions apt for the interrelation and the effective intercommunication
of all the sectors that constitute the social set, taking care for
that, the right expression of the interests and respecting pluralism
of ideas, whenever these are compatible with the common good, the
free will within the frame of the law and the logic aspirations
of progress and well-being.
Every professional in Public Relations will have to also exercise
subordinated to the truth of the facts and its causes, avoiding
the attention or simultaneous representation of subjects that can
offer competition or conflict to each other, as also to face any
type of work whose consequences could have well-known negative effects
for the own social context. In the same way and without exceptions,
he will abstain to developing actions that in the own public relations
area, could injure in any measure the prestige or harm another specialist.
To preserve, to defend and to increase the hierarchic and professional
level, specially through the university formation and a constant
technical improvement, are part of the responsible and permanent
attitude that the public relations must exhibit in defense of their
specialty and benefit of the effective evolution and hierarchial
structuring of the profession.
The professional in Public Relations, in exercise of his functions,
will be the faithful guardian of the interests of the organization
which he serves, in direct or indirect form, guaranteeing in his
work a jealous reservation over the information to which he has
access and a careful criterion in the disposition of the elements
that could contribute that knowledge.
The possible compatibilization of the activities of Public Relations
with other connected functions will adjust in all the cases to the
feasibilities that offer the own subjects of the specialty, having
each professional to protect his own interests and to respect those
that could correspond to other expressions.
