Professionals in Public Relations of the West, A. C., was born on November 16th, 1967. After these 35 years full of very pleasing experiences, we live in the present time, the best of the moments, since RELAPO is experiencing deep and important changes and, like in any organism, the integration of new and young elements has injected a great dynamism and speed.

This transformation has been reflected in the last years and that is why our presidents and their councils are setting the foundations of a new RELAPO, according to the exigency of the new times.

Nowadays, the exercise of the Public Relations has been consolidated, not only like a marketing research tool, but like a career in itself, there is much conscience of the importance of the image of a company, product or service or the perception that it has between the consuming public.

Even so, the role of those who exert the profession of Public Relations is not easy, often he must fight within his own sphere, to make understand that this work is truly important; building bridges, doing connections, demolishing obstacles and "making things happen" that it is the principle of a narrow relation.

And this one is indeed one of the goals of RELAPO, to dignify a profession that has its roots in the most remote times of humanity and it does not matter how much technology could exist, will be always needed: THE APPROACH, THE COMMUNICATION AND THE CIVILIZED COEXISTENCE BETWEEN HUMAN BEINGS.

It does not concern the activity, the turn or the product or service, finally we all need each other and this is a basic principle of understanding.

For that reason is that in our association we have adopted a motto that has its origins in a principle enunciated by Pitagoras in the VI century BC; when speaking of the equilibrium of forces in the cosmos he spoke of: "the unification and harmony of the multiple".

In RELAPO our partners come from the more diverse sectors, so we try to harmonize and to unify these multiple trends and we give to the Public Relations the treatment that deserves, therefore our motto acquires a great meaning: "For the Unification and Harmony of the multiple, for the professional and social growth".

Every year we recognize a personality from the enterprise, academic, or governmental circles or within our own partners, that had distinguished within the wide field of the Public Relations, as "DISTINGUISHED PR OF THE YEAR" and we give him our highest award: "HUEHUETLATOLLI", word that has its root in the Nahuatl language (the language of the pre-Hispanic inhabitants of América, among them the Aztecs) and means "word of the old one" - (Huehuetl-old, Tlatolli-word) or interpreted in a present meaning, it is the message of the wise man, the one that more experience has, whose word is respected and admired because of his experiences and wisdom, since who expresses that words is the possessor of a very wide and rich inheritance, with a great responsibility because it transmits the moral concepts, ethics and wisdom necessary to fortify the relations between men and gives a behavior guidance to coexist with order, peace and prosperity for the blossoming of its culture and its Mother country.

Our Association counts from 1986 with an Obelisk that was erected because of our request by the Municipal Authorities, as a recognition to the personalities that have been distinguished with the "Huehuetlatolli" award and the title of "Distinguished PR of the Year". It is placed in the corner of the Hidalgo and Chapultepec avenues of this city of Guadalajara, Jalisco.

Proud of our indigenous roots we wish to extend to all of the countries members of CONFIARP a strong hug of brotherhood contributing to its professional knowledge in public relations a poem of Aztec King Nezahualcoyotl:
"I LOVE THE SONG OF THE ZENZONTLE

The Professional Council of Public Relations of the Province of Buenos Aires is the only institution of the activity in the Argentine Republic that unites and represents in its totality all of the university professionals. Directed and administered exclusively by Bachelors in Public Relations, it counts with members within the country and overseas.

The Professional Council is member of CONFIARP (Public Inter-American Confederation of Relations), and represents the Argentine Republic before this organism since 1998, date in which its admission was approved in the Assembly of Medellin, Colombia.

Also it is titular member of the FOPEP (Permanent Forum of Professional Organizations) Organism that unites more than 30,000 professionals.

ITS MISSION

TO POSITION THE PROFESSION OF PUBLIC RELATIONS, TO REPRESENT AND UNITE ITS MEMBERS, ENCOURAGING THE PROFESSIONAL DEVELOPMENT AND SCIENTIFIC GROWTH OF THE DISCIPLINE WITHIN A FRAMEWORK OF ETHICAL PRACTICES.

ITS HISTORY

Founded on May 8th, 1997.

Its first president was Professor, bach. Enrique J. Diaz, elected to preside the first period 1997-1999; and re-elected for period 1999-2001. He is followed in the position by bach. Pablo A. Torrisi that exerts the presidency during period 2001-2003.

In May 2003 bach. Ricardo D. de los Santos assumes the presidency, elected for period 2003-2005.

With outstanding leadership during its six years of history, the institution today occupies in Argentina an outstanding place that makes the Professional Council of Public Relations of the Province of Buenos Aires the institution that grown more rapidly and that has participated the most in an international level.

It celebrates activities and agreements with universities, international organisms, civil institutions, State organisms and companies.

It grants Matriculation to its associated members from its foundation.
It creates the annual "Distinction in Public Relations" awards since 1999.
It leads in the areas of training and professional updating, activities that not only are directed to its members, but to the whole community.

Throughout all these years, the Professional Council has organized, and organizes, breakfasts, workshops, seminaries, etc. in which are analyzed: handling of crisis, institutional communication, image audits, strategic communication, oratorical art, ceremonial and protocol, expert works in public relations, among others.

It is the only institution of Public Relations in Argentina that count with a Stable Educational Body of its own and with a Commission of Experts in Public Relations of the Judicial Power of the Argentine Republic.

HISTORY OF ABOREP

In 1973 the Universidad Mayor de San Andrés, located in the city of La Paz, offered for the first time a seminary on Public Relations to the people in charge who performed functions in this area in different organizations, both State and private spheres and to all the people interested in acquiring knowledge on the matter.

When the event had concluded, a group of the assistants met, in order to found a PR center in Bolivia that could unite all the people interested in this discipline and to finally come true the foundation of an association to group them.

It is from this initiative that on July 14th 1973, the Act of Foundation was risen and because of the suggestion of Prof. Mumérez the name was going to be Bolivian Association of Public Relations (ABOREP), event in which also participated the distinguished gentlemen Miguel Angel de Ugarte, Jaime Humérez, Luis Macías, Julio Camacho and others.

Also, they initiate their works for the spreading and education of the Public Relations, being Lincoln Institute where the first courses in this discipline are dictated.

April 12th 1982 the Career of Public Relations was opened, at superior technical level, in the Bolivian Catholic University (UCB), thanks to the managements of Dr Dulfredo Retamozo, Mr. Mauro Vino Llanos and with the support of the director of UCB, Dr Luis Antonio Boza, obtaining by this way the approval of the academic and professional spheres for the Public Relations.
In 1994 the Catholic University opened a special program for all the titleholders and graduated professionals with a Superior Technical degree, in order to grant a Bachelor degree previous completed studies for the lapse of two academic years, 1994 and 1995.

At the moment it is a mention of the Career of Sciences of the Communication that is dictated in this House of Superior Studies like also in the Universidad Mayor de San Andrés, both located in the city of La Paz, Bolivia.

Also, we must emphasize that NUR University, located in the city of Santa Cruz de la Sierra, is the only one that has the Career of Public Relations with a university degree level.

MESSAGE
For the Association of Public Relations of Santa Cruz de la Sierra it is an honor to be part of CONFIARP, because it implies to belong to a professional and union body related to the positioning and defense of an activity that has much value and importance for the companies and institutions nowadays.

CONFIARP has been and will continue bringing harmony and uniting the interests of the different associations members, always based on the improvement of our activity, reason why the Association of Santa Cruz, is pleased to have followed for two years their different activities and it is committed to be next to her, to continue in the consolidation of the Public Relations in Latin America. Let us think that CONFIARP is constituted in an historical landmark that has written the history of the Public Relations in Latin America, and to be a part of it commits ourselves to give the best of us, because we know that our conduct, the way we think and the way we make things, become the model to follow for the future generations of Public Relations.

Bolivia is a country that is just waking up to recognize the importance of the communication in its companies, to value the subject of the interpersonal relations and to recognize that at the present time, it is not enough with making excellent marketing strategies or even to offer a good product and good customer care.

Bolivia is going through a moment of renovation in this sense, is for that reason that for the Association of Public Relations of Santa Cruz, (one of the main cities of this country, where an economic growth and development are noticed) it is a challenge to be able to seat presence and precedence.

HISTORY
The Association of Public Relations is born in the city of Santa Cruz de la Sierra on April 8th 1999, because of the restlessness of a group of young professionals and graduated of the Career of Public Relations, with the main objective of promoting and hierarchizing the exercise of this profession.
At the moment it counts with fifty members. Legally established under the prefecture resolution Number 497/99, dated September 14th 1999.

MISSION:
To develop attitudes of solidarity and commitment in relation to the Association, contributing with the acquired knowledge and others that can be transmitted by those professionals enabled in the area for the development of the society in general.

VISION:
To achieve that the Association, in its social facet, responds to the social and cultural raisings that could make possible to acquire property in relation to the individual and group expectations of the profile of the Public Relations.

OBJECTIVES:
The Association of Public Relations is created as an organization without profit aims and that maintain as objectives:

To constitute itself in a representative, normative and supervise organ of the professional exercise of the Public Relations.

To represent its associates and to execute actions destined to defend its rights and interests.

To establish bonds and to establish programs, directed to provide alternatives of professional direction to the graduated ones on the career of Public Relations.

To spread by diverse means the professional profile and the action area of the Public Relations, as well as the affinity with other disciplines.

To improve and to organize the continuous training with the purpose of promoting the professional overcoming of its affiliated, and offering by own account or in coordination with educative universities, institutes or other organisms, courses, seminaries and workshops for the formation in the area of Public Relations.

To celebrate educative agreements with universities and establishments.

To contribute to the development of university education in the career of Public Relations, proposing the measures that are considered necessary for the improvement and updating of the superior education.

To improve and to spread the correct interpretation of the discipline of the Public Relations, hierarchizing the professional exercise by studies and scientific investigations.

To guard for the legal exercise of the profession in both State and private institutions.

To improve the knowledge and understanding of the profession of the Public Relations, the interrelation of its different components, its application field and the present importance, through the promotion in the both State and private institutions, the hiring of professionals in the area for the fulfillment of the functions.

The Panama's Association of Public Relations Experts, COREPPA, is created in a meeting, made on October 7th,1995, in which an important group of graduated and professionals, with great careers, approves statutes, logo and motto that would rule the new institution; they also chose the honorary members among professionals with more than 40 years of exercise. This way the COREPPA arises as an answer to a necessity of the profession not covered until then. The first Board of Directors is chosen, presiding over the institution Ba. Irma Itzel Hernandez Chavaría. The formal assumption of the authorities took place on October, 28th, 1995 with an important event with the participation of all of its members.

In 1996 it became legally recognized and the documents of the institution were registered, with the outstanding collaboration of the then receiver of the COREPPA, Ba. Gilberto Bósquez. That same year the medal "Enrique Rogers" is granted to the best average of university graduation, sponsored by the Lions Club of Panama. The honorary members of the COREPPA are granted with the award "Enrique Rogers" because of their work for more than forty years to the service of the profession.

The award "Luis E. González" is granted, as a tribute to the founder of the School of Public Relations of the University of Panama, to the best work of annual degree in Public Relations.
The entrance to CONFIARP is asked.

In 1997 the award "Enrique Rogers" is granted to the best annual campaign in Public Relations.

That same year, COREPPA participates in the II Latin American Forum of Public Relations, that CONFIARP organizes in Peru, integrating their delegation an important representation of students.

During the celebration of the day of the Panamanian Public Relations, October 28th, a new publication of the Institutional Supplement appears through local press media.

In 1998 is celebrated the 23rd Inter-American Congress of Public Relations of CONFIARP in Medellín, Colombia, and it participated in the General Assembly of CONFIARP, in which the entrance of COREPPA is approved as titular member and designates the Ba. Irma Itzel Hernandez Chavarría as Vice-president of the North Zone.

In 1999 COREPPA participates in the III Iberian-American Forum OF Public Relations that organized CONFIARP in Brazil.
Like in previous years the institutional supplement becuase of the day of the Panamanian Public Relations appears (October 28th)
A new board of directors assumes, in this occasion presided by the Prof. Javier Burgos.

The discussion of a law first draft begins, that from the previous year is known as project 91 in the legislative Assembly.

During year 2000 the debates on the law first draft follow, that is presented on October 16th in the Legislative Assembly.

It reassumes as President of COREPPA Ba. Irma Itzel Hernandez Chavarria. In August 2002 COREPPA participates in the Assembly of CONFIARP celebrated in the city of Lima, Peru, in that opportunity reelects Ba. Irma Itzel Hernandez Chavarría to occupy the Vice-presidency of the North Zone.

This year, 2003, COREPPA works in a campaign oriented to sponsor the award "Luis Raul Fernandez", "Father of the Public Relations in Panama", to award the annual best work for investigation in Public Relations.

The conferences around the country on the project of law 91continue, that will regulate the profession.

The Association of Public Relations and Organizational Communicators of Ecuador (A.R.P.C.O.E), is a civil society with no profit aims, nor religious policies, whose objective is to work in the professional and human development of the Public Relations and Organizational Communicators of Ecuador to fortify the Public Relations in its different scopes or spheres of action.

They are goals of the organization, to work in the professional and human development of the Public Relations and Organizational Communicators, to fortify the Public Relations in its different scopes or spheres of action.

To obtain a solid Association that guards the interests of its members and that allows the conformation of a legal frame that endorses its professional activity.

HISTORY OF THE ASSOCIATION OF PUBLIC RELATIONS AND ECUADORIAN ORGANIZATIONAL COMMUNICATORS (A.R.P.C.O.E)

The School of Social Sciences and Communication creates the School of Public Relations when it was the Equinoxial Institute of Technology (I.T.E) in the year 1986, it must be stressed that the School begins as a technical career, and later with a university academic title is pioneer in Ecuador in the scope of Public Relations, the U.T.E is the only educative institution that grants the title of Public Relations and Organizational Communicator, but nevertheless with the technological advances and the globalization which all of the countries are crossing we found that, given the importance of this career, universities exist such as the Technical University of Ambato, University of Guayaquil, University of the Azuay, Particular University of Loja among others, which they grant the title of Social Communicator.

For year 2002 in the month of August several professionals take the initiative to form the Association of Public Relations and Organizational Communicators of Ecuador with the aim to extend and to guard the interests of their associate under a legal frame and through this way to present to our society the importance of the Public Relations avoiding this way the disloyal competition of empirical Public Relations professionals and confusing the true meaning of the profession.

The Federation of Public Relations of Peru (FEREP), representative organization of the Peruvian Public Relations was created officially on January 30th, 1989, under protection of the norms established by articles 80 through 98 of the Civil Code, being based on the Act of the General Meeting celebrated on October 15th, 1988, subscribed by the representatives of the Departmental Associations of Public Relations of Cusco, Lambayeque, Junín, Piura and Tacna, with the adhesion of the representation of the Association of Public Relations of La Libertad, that because of national greater force reasons could not be participating in the mentioned General Assembly.

The antecedents of its constitution are tied to the first managements conducted by the public relations of Peru to constitute an organization with national level that could group them.

That way is that the departmental associations of Lima, Piura, Lambayeque, La Libertad, Junín, Cusco and Tacna meet in Arequipa in 1976 in a First National Congress, where they treat the intention of constituting a Federation at national level for the first time, intention also ratified although it is not made specific in following national congresses made in Cusco, Lima, Chiclayo and Trujillo.

It is during the VI National Congress celebrated in the City of Huancayo on November 22nd, 1986, when the Departmental Associations of Piura, Lambayeque, La Libertad, Junin, Cusco and Tacna, reunited in General Assembly, and decide unanimously and initiate the legal procedure to give form to the national organization that could group them and represent.

Later, on January 30th, 1989, based on agreements taken in General Assembly of date October 15th, 1988, an act is given to the Notary's office Becerra Palomino so that, according to the Law, its content is elevated to Public Scripture, finally being registered the Federation of Relacionistas of Peru (FEREP) on February 10th, 1989 in File no. 9755 of the Public Registries, with a Council of Directors conformed by those representatives chosen in the VI National Congress celebrated in Huancayo, being that instance of government an historical antecedent of the Federation.

In the international scope, the FEREP is one of the national associations with greater structure and organizational development and is the titular member of CONFIARP for Peru.

Regarding the activities for the present year, it is programmed the XIII National Congress of Public Relations and the sponsor of the II Congress of the Latin American Association of University Careers of Public Relations (ALACAURP) organized by the University of San Martín de Porres of Lima, Peru.
